(a) In General. It shall be unlawful for any person to—

(1) ship, transport, transfer, cause to be transported, or otherwise dispose of any firearm to another person in or otherwise affecting , if such person knows or that the use, carrying, or possession of a firearm by the recipient would constitute a (as defined in section 932(a));

(2) receive from another person any firearm in or otherwise affecting , if the recipient knows or that such receipt would constitute a ; or

(3) attempt or conspire to commit the conduct described in paragraph (1) or (2).

(b) Penalty. Any person who violates subsection (a) shall be , imprisoned for not more than 15 years, or both.

Simplified explanation

It is a federal crime to ship, transport, transfer, or otherwise hand over a gun to someone, in or affecting interstate or foreign commerce, when the sender knows or has reason to believe the recipient's having it would be a felony. It is also a crime to receive a gun knowing or having reason to believe the receipt would be a felony, or to attempt or conspire to do either.
