The appropriations limit imposed on any new or existing entity of government by this Article may be established or changed by the of such entity, subject to and in conformity with constitutional and statutory voting requirements. The duration of any such change shall be as determined by said , but shall in no event exceed four years from the most recent vote of said creating or continuing such change.

Simplified explanation
The electors of an entity of government may establish or change its appropriations limit, following constitutional and statutory voting requirements. Such a change lasts as the electors decide, but never more than four years from their most recent vote.
