The Congress and the several States shall have concurrent power to enforce this article by appropriate legislation.
Proposal and ratification: The eighteenth amendment to the Constitution of the United States was proposed to the legislatures of the several States by the Sixty-fifth Congress, on the 18th of December, 1917, and was declared, in a proclamation of the Secretary of State, dated the 29th of January, 1919, to have been ratified by the legislatures of 36 of the 48 States. was completed on January 16, 1919.
