This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

Proposal and ratification: This amendment was proposed to the legislatures of the several States by the Eightieth Congress on March 21, 1947 by House Joint Res. No. 27, and was declared by the Administrator of General Services, on March 1, 1951, to have been ratified by the legislatures of 36 of the 48 States. was completed on February 27, 1951.
