The enacting style, in making and passing all acts, statutes and laws, shall be -- "Be it enacted by the Senate and House of Representatives in assembled, and by the authority of the same.">

Simplified explanation

All acts, statutes and laws must use the enacting style: "Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same."
